Create, in the Top View, in the middle of the grid, a Cylinder with a Radius of 10, 36 Sides and 1 Height Segment.

Right-click the Snap button to open the Grid and Snap Settings dialog. Make sure both Grid Points and Vertex boxes are checked before moving on.

Hit S to activate Snap. In the Top View create a new Cylinder centered on one of the star inner corners like in the image above. Set the Radius 1 to be a bit larger than the central Cylinder.
