Under Materials Parameters rollout set the Tip Color to white; the Root Color to a light grey; Hue Variation: 0; Specular: 15; Glossiness: 20.

Under Tools rollout click Style Hair and pick Select Hair by Ends. Hit keyboard "B" and move the mouse to make the selection circle wider. Click Scale Selected Hair an position the cursor in the middle so that you cover all the hair ends. Click and hold click while moving the mouse to the right. Do this several times while comparing with the Front Viewport. Tips: To Pan the image while in Style Hair press keyboard "P" and move the mouse. To finish the Hair Styling press Done. To undo an unwanted move press keyboard "Ctrl+Z".

In the front Viewport select the circle on which the hair sits and rotate it to match the blueprint. In the Top View make sure that the body of the Tooth Brush is in See-Trough mode (select it and press Alt+X), then drag the hair into position. Now Shift+Drag to make 3 more copies and arrange them to match the Top blueprint.
